dc.description.abstractThe directive 2009/72/EC of the European Parliament and of the Council from 13 July 2009 concerning common rules for the internal market in electricity commits the member states of the European Union to choose between three unbundling regimes: Independent Transmission Operator, Ownership Unbundling and Independent System Operator. The aim of the PhD thesis was to examine the pros and cons of these unbundling regimes. Against this background, the PhD thesis analyses the scope of price and non-price discrimination incentives of vertically integrated electricity companies against competitors like the independent power producer, describes the main unbundling specifications and examines their capability to ensure the independency of the transmission operator and to reduce the discrimination incentives. Moreover the transmission investment incentives under the three unbundling regimes are discussed as well as the double marginalization problem. As the assessment of the unbundling regimes also necessitates the consideration of the unbundling costs different empirical studies that have attempted to quantify the vertical economies are analyzed at the end of the thesis.-
dc.description.abstractDie Richtlinie 2009/72/EG des Europäischen Parlaments und des Rates vom 13. Juli 2009 über gemeinsame Vorschriften für den Elektrizitätsbinnenmarkt räumt den Mitgliedsstaaten drei Optionen zur Entflechtung des Übertragungsnetzes ein. Sie können zwischen den Entflechtungskonzepten Independent Transmission Operator, Ownership Unbundling sowie Independent System Operator wählen. Gegenstand der Arbeit ist die Analyse der mit den jeweiligen Entflechtungskonzepten verbundenen Vor- und Nachteile. In diesem Zusammenhang werden nach einer Darstellung der Wertschöpfungsstufen der Elektrizitätswirtschaft die Wettbewerbsrisiken untersucht, die in der Elektrizitätswirtschaft aus der vertikalen Integration eines Unternehmens gegenüber Dritten (z. B. Independent Power Producern) erwachsen können. Darauf aufbauend wird überprüft, ob die in der Richtlinie 2009/72/EG verankerten Entflechtungskonzepte die Handlungsunabhängigkeit der Übertragungsnetzbetreiber gewährleisten und damit zu einer Reduktion der Diskriminierungsanreize beitragen. Ferner werden die Investitionsanreize in die Netzinfrastruktur in Verbindung mit den verschiedenen Entflechtungsoptionen der Richtlinie 2009/72/EG diskutiert. Da eine Beurteilung der Entflechtungskonzepte die Betrachtung der damit verbundenen Kosten erfordert, werden zum Schluss Studien ausgewertet, die einen Versuch unternommen haben, diese zu quantifizieren.-
