Abstract
This document reports on all activities relating to work package three, “ETH-TECH meta-OER," of the project “Anchoring Ethical Technology (AI and Data) Usage in the Education Practice (ETH-TECH)," from preparatory discussions in July 2025 to the completion of the work package in April 2026. The goal of the work package was to develop beta versions of one meta-OER and three OERs, including complementary pedagogical material. The meta-OER addresses higher education settings and aims at fostering reflection on key principles from the EU’s “Ethical guidelines on the use of artificial intelligence and data in teaching and learning for educators” through co-design methods and critical inquiry.
This report is structured along seven chapters: The first chapter presents the preparatory discussions for work package three during the project partners’ meeting in Cluj-Napoca in July 2025. The second chapter outlines the initial development phase of the OERs, which was embedded into an M.A. seminar at Helmut-Schmidt-University Hamburg. The third chapter reports on four national testing sessions that were conducted by all project partners in all four project countries (Italy, Romania, Spain, and Germany). The fourth chapter outlines the next steps that were undertaken based on the students’ OER drafts. The fifth chapter reports on the development work during and after the partners’ meeting in Hamburg in January 2026. The sixth chapter presents a report on the international testing session of OER drafts, conducted on February 24, 2026. Finally, the seventh chapter describes the final revisions of the OER drafts based on an extensive testing and feedback stage and presents the final beta versions of the OERs published on April 30, 2026.
